Political Party Leader Replacement Legislation

In the event of the founder of a political party ceasing to exist, the remaining members of the party have the right to name a replacement by whatever means the majority of party members see fit. Until a replacement is named, the member of the party with the longest time in the party shall serve as the interim leader.

I think it could be extended to include party leaders/founders that haven't been on in a large amount of time, and have not cte'd yet.

That way, you don't have to wait over 6 weeks if the founder/party leader goes on vacation, which would then somewhat cripple the party.

Otherwise I think it's good.

The party leader and the party founder aren't always the same player. Any legislation passed on this subject should apply to the leader. Also, I think the legislation should be much broader.

At any time, but not more often than once every three months, the members of a political party, numbering at least one-third, may petition the regional government to hold a party leadership election on their behalf. A leadership election held under this section shall be conducted according to the following procedures, notwithstanding any party rules or regulations to the contrary.
  1. After the petition is filed, no party members shall be admitted or ejected. Party membership shall stay the same for the duration of the leadership election held under this section.

  2. There shall be three days of nominations during which any party member may declare his candidacy.

  3. There shall be three days of voting under the instant runoff system (alternative vote). Every party member shall have the right to vote; and every voter shall cast a ballot with a full list of preferences, ranking the leadership candidates from first place to last place.

  4. Any ties occurring under subsection (c) shall be resolved in favor of the incumbent party leader. If the incumbent party leader is not involved in the tie, the candidate ranked lower on a greater number of ballots shall be eliminated. If this procedure does not resolve the tie, a traditional Borda count shall be used. Otherwise, a coin toss or another random method of selection (with equal odds for every candidate involved in the tie) shall be the last resort.
The Founder or his designee shall be responsible for the impartial administration of this section.

Would we want to combine this bill with a bill on nondiscrimination in parties?

Parties shall not discriminate based on religion, sex, etc.

What if, in the future we have a Christian Democratic party, should they not have the right to deny membership to a Jew, Muslim, or an Atheist because they don't agree with their parties religious veiws?
Christian democratic political parties in the real world allow non-Christians to join if they agree with the parties' political views. For example, the Christian Democratic Union in Germany says:

The foundation upon which our politics rests is the Christian understanding between people and their accountability before God. Our basic values of freedom, solidarity, and justice are formed therefrom. The CDU is open to anyone who supports the dignity and freedom of all people and their basic convinctions.

Our party was established in 1945 by individuals who wanted to construct Germany's future with a Christian-influenced, non-denominational party of the people. This new people's party consisted of Catholics and Protestant Christians, conservatives, liberals and Christian-socials [socialists?], women and men from different regions, from all social classes and democratic traditions of our Fatherland.

The CDU Germany stands for a free and constitutional democracy, a social and ecological market economy, Germany's inclusion in the Western values and defense community, and the unification of the nation, as well as a unified Europe.

The CDU has always been the party of modern concepts, marking the pathway for the future. Our ideas and conceptions successfully promoted reconstruction after the war, anchored our country solidly in the European Union and NATO and transformed Germany into a blooming community. With the Reunification of Germany, one of our greatest political visions was fulfilled.

A humane pathway, guided by Christian principles: that is the compass and standard for our politics. Upon this foundation, we proceed to help further develop our community in a ever-changing world. Furthermore, there are Christian democratic parties in non-Christian nations. In fact, Cambodia (97% Buddhist) and Mauritania (99% Muslim) are currently governed by such parties.
